Man arrested in connection with starting LA fire that is now burning over 960 acres

The LAPD detained a man after residents in San Fernando Valley’s West Hills neighborhood reportedly saw him on a bike, wielding a blowtorch and setting trash bins ablaze. The community restrained him until police arrived.
